 WHAT IS PET REGISTER LLR? 

Pet Register LLR is the biggest nationwide web-based pet register in Estonia, that's in accordance with the law and fulfills the needs and the requirements of local authorities. 
LLR is used by local municipalities, government officials, veterinarians, animal shelters all over Estonia. 
The owner can register their animal from here. The registration is free for the pet owners.


  HOW CAN I KNOW IF MY PET IS REGISTERED? HOW CAN I SEE MY PET'S INFORMATION?

Log in with your Estonian ID-card to the e-Service (here). Under the "Pet's information" you can see a list of your pets that are in the LLR register. If you want to see more detailed information, just click on the pet's name. 
If You do not see any information, then unfortunately Your animal is not registered. But don't worry, you can register it by simply clicking on the button "Register a new pet". The registration is completely free and will only take a couple of minutes.

  HOW CAN I REGISTER MY ANIMAL?

NB! This webpage is for pet owners only: you can only register your own animal!

1. Log in to the E-service with your Estonian ID-card (here)
2. Click on the button "Register a new pet"
3. Enter your pet's microchip number (a 15-digit code that consists of numbers) in the box and click on the button "Check the microchip number from the Pet Registry"
4. The registration-form opens, please fill all the necessary fields and finally press the "Save" button.
5. When your pet is registered, you can see them under the "Pet's information". When you click on the pet's name you can see a the detailed information and change the animals location address.


  THE INFORMATION IN THE REGISTER OLD OR INCORRECT, HOW CAN I CHANGE THE DATA? 

The local municipalities, veterinarians and animal shelters can change the register - please contact them.
Owners can change their phone number, e-mail, the pet’s location address from the e-Service themselves.


  I HAVE A NEW PET, BUT THE ANIMAL IS ALREADY REGISTERED TO THE PREVIOUS OWNER. HOW CAN I CHANGE THE DATA? 
The local municipalities, veterinarians and shelters can change that data - please contact them. 
Make sure to add your personal identification number, your phone number, the pet's microchip number and the proof that you are indeed the new owner.


  I AM UNABLE TO LOG IN TO THE E-SERVICE WITH MY ID-CARD

If you are unable to log into the LLR website, then 99,9% of the time it’s usually because the computer’s or browser’s settings.

Here is a list of suggestions that will usually help:
- Make sure that the webpage url is: www.llr.ee/E-service 
- Delete your browser’s cache and then try again
- After the first error message, close all the browser pages (not just the LLR webpage) and then try to log in again.
- Try using some other browser 
- Try using some other computer
- See if you can log in with your ID-card to some other webpage.
- Computer’s firewall is blocking the webpage/IP address; sometimes the antivirus systems installed in the computer don’t allow signing in with the ID-card to a new webpage (and webpages like the internet bank etc, are already added to the safe sites list).
- Make sure your ID-card’s sertificates are up-to-date

  WHY CAN'T I LOG IN WITH MY MOBILE-ID OR SMART-ID?

Unfortunately, both are paid services and municipalities, who are paying for the registry, prefer to use a free service. If you are unable to use your ID-card electronically, you can ask help from your local municipality or from veterinarians or animal shelters.
If you are a citizen of Tallinn, you can also register your animal from Tallinn's e-service portal https://taotlen.tallinn.ee/ - there you can use mobile-ID.


  MY PET DOES NOT HAVE A MICROCHIP

You can only register pets that have a microchip. We advise you to microchip and register your animal - right now that is the safest way to ensure that your pet is identifiable when lost. 
In most municipalities in Estonia, it's also mandatory to microchip and register your cats and dogs in the LLR registry.

 I FOUND A LOST ANIMAL, HOW CAN I IDENTIFY THE OWNER?

Please contact your nearest animal shelter or a veterinarian – they can check animal’s mircochip number, search the data from the registry and then contact the owner.
